Dead wood has no flex left in it. Green limbs bend and shed load in wind; dead ones snap, and they come down without warning — over a driveway, a roof, or whatever happens to be underneath. Taking them out is quick, does not stress the tree, and removes the single most likely thing to fail in the next storm. If you only ever do one thing to a mature tree, this is it.

Look up into the canopy on a clear day. Deadwood shows as bare, grey limbs among the green, often with the bark starting to come away. It is easiest to spot in the growing season when everything else is in leaf.
Usually, because it is less work in the tree and less material on the ground. It is also often all a healthy mature tree needs. We will tell you at the quote if that is the case rather than selling you a bigger job.
No. The limbs are already dead — the tree has finished with them. Taking them out cleanly is better for the tree than leaving them to tear off in weather and damage the wood they are attached to.
